17 live tech tenders across six markets — deadline watch: 2 November–4 December 2026

Burundi's Digital Foundations Project is procuring the design, build and deployment of a national e-Government services portal, with at least eleven public services to be digitised end to end. Kenya Reinsurance Corporation has three network tenders open at once — Check Point firewalls, enterprise wireless with network access control, and unified IP telephony across seven offices in four countries — and NITA-U has put a World Bank-financed digital health solution for refugee communities to international competition. In Ethiopia, an Addis Ababa machinery importer is tendering an eleven-module ERP implementation, and the Development Bank of Ethiopia is expanding its IBM tape library. Coverage spans Uganda, Kenya, Rwanda, Ethiopia, Tanzania and Burundi.

Document fee
USD 100, non-refundable
Submission
Physical only · PAFEN office, Kinindo, Bujumbura

PAFEN is procuring a firm to build Burundi's national portal for online public administration services, accessible through web browsers and mobile apps. The scope covers at least eleven priority public services digitised end to end; interoperability with existing government platforms, reference registries and shared digital services under the national interoperability framework; and the governance, operations, maintenance, training and documentation needed to run the portal. Standard components must be open source and royalty-free. A commercial component is accepted only under a perpetual licence with no mandatory recurring cost. Delivery is agile and on site at the ministry, with custom modules built alongside its IT staff.

The contract runs twelve months from entry into force: Phase 1 is commissioned by week 36, and operational acceptance of Phases 2 and 3 is due by week 52. A twelve-month warranty and a twelve-month post-warranty service period follow. Features are installed and tested first at SETIC in Kinindo. The portal is the citizen-facing layer of PAFEN's programme, which also has its national e-Government Procurement (e-GP) system build in the market until 13 November.

Who should bid: GovTech integrators with at least two online public-service portal contracts completed since 1 January 2016, one of them worth USD 1 million or more. The financial bar is average annual turnover of USD 1.5 million over the last five years and USD 250,000 in liquid assets or credit lines, net of other commitments. Key personnel are scored, and the technical proposal carries 60% of the weight. The notice, documents and proposals are in French, and the on-site delivery model favours firms that can staff a team in Bujumbura for the year; integrators without francophone delivery capacity should associate with a regional partner.

A proposal-securing declaration replaces a security. The documents are released electronically or in person once the USD 100 fee is paid as two USD 50 deposits at the Banque de la République du Burundi — one to the OBR non-tax revenue transit sub-account and one to PAFEN's account — so the payment is the first step. Proposals go in sealed envelopes, with the technical and financial parts sealed separately; the financial part stays closed until a second public opening. Clarifications to procurement@pafen.gov.bi, copied to info@pafen.gov.bi. View the notice on the World Bank site →

In-country submission support: the featured proposal must be hand-delivered to PAFEN's new site, Quartier Kinindo (Zeimet), junction of Avenue Mumirwa and Avenue Bukemba, Plot No. 14, Bujumbura, by 10:00 on 4 December. Electronic submission is not permitted. EATT provides in-country bid submission support in Burundi.

GIZ's mining-sector programme is buying 50 ruggedised tablets — devices built to withstand dust, drops and outdoor use, typically for field data collection. The specification and evaluation criteria are in the tender documents on the GIZ Uganda tender website. The technical and financial offers go as separate unencrypted PDFs, with the tender reference "7000025485 — Ruggedised Tablet Computers" in the subject line. Files over 25 MB must go through GIZ's file transfer service at filetransfer.giz.de, with the password emailed before the deadline. Offers copied to GIZ staff or other GIZ addresses are disqualified. Clarification requests must reach GIZ at least five days before the deadline, by 30 October.
Who should bid: hardware resellers with authorised rugged-device lines and a Ugandan presence for warranty and replacement support. Field-deployment features — battery life, sunlight-readable screens and ingress protection ratings — usually decide rugged-device evaluations, so offers should map each specification line to the datasheet.

30 October 2026, 11:00 EAT · UCC House and Microsoft Teams
UCC, Uganda's communications regulator, is procuring a consultancy to assess the national ICT in education ecosystem and to develop an investment and coordination framework for it, using its own funds. The output is the framework that sets how connectivity, devices, content and skills investments in schools are prioritised and coordinated across government and partners. The schedule runs from proposal opening on 11 November to evaluation of technical proposals by 25 November, opening of financial proposals on 1 December and evaluation of financial proposals by 4 December; proposals must remain valid until 26 March 2027. Documents are inspected and issued at the Procurement and Disposal Unit on the 1st floor of UCC House, 8:30–17:00 on working days, after payment of the fee to UCC's account at Stanbic Bank (Crested Towers branch). The Teams link for the pre-proposal meeting goes only to firms that have expressed interest in writing.
Who should bid: ICT policy and education-technology advisory firms with sector assessment and investment framework assignments, ideally including connectivity-for-schools programmes. Open domestic bidding is for providers registered in Uganda, so foreign advisory firms need a Ugandan lead or partner.
Physical submission only — electronic bidding is not permitted. Proposals to the Procurement and Disposal Unit, Uganda Communications Commission, 1st Floor, UCC House, Plot 42–44 Spring Road, Bugolobi, Kampala, by 10:00 on 11 November; public opening at 10:15. Late proposals are rejected. EATT provides in-country bid submission support across Uganda.

Pre-proposal meeting
3 November 2026, 11:00 EAT · NITA-U and online
NITA-U is procuring a firm to design, develop and deploy a digital solution for equitable health care in refugee communities, under the GovNet component of the World Bank-financed Uganda Digital Acceleration Project. Health services in Uganda's refugee settlements run through a mix of government, UNHCR and NGO facilities. The notice gives the title only; the functional scope is in the proposal document, sent electronically after payment of a UGX 200,000 (~USD 49) non-refundable fee by EFT to NITA-U's account at the Bank of Uganda. Financial proposals stay sealed until a second public opening, and the successful proposer must disclose beneficial ownership. To attend the pre-proposal meeting, proposers register with an official email address by 2 November; the online link goes to registered proposers.
Who should bid: digital health firms with patient-record or health information system deployments in humanitarian or low-connectivity settings, ideally with interoperability experience against national health platforms, partnered with a Ugandan firm for deployment and support. The UGX 120 million security points to a contract of substantial value.
Physical submission only — electronic procurement is not permitted. Proposals to the Procurement Specialist, NITA-U, Plot 7A, Palm Courts, Rotary Avenue, 1st Floor Room 1, Kampala, by 11:00 on 30 November; public opening at 11:05 in the 1st Floor Boardroom. DHA, the state corporation established under the Digital Health Act 2023 to run Kenya's integrated health information system and the infrastructure for health information exchange, is setting up a framework for Low Earth Orbit satellite connectivity. LEO services give facilities beyond reliable fibre or mobile coverage a broadband link with latency low enough for cloud-hosted clinical and claims systems, which matters as more facility-level services move onto the national digital health platforms. The notice does not give site numbers, terminal quantities or the framework term; those are in the tender document.
Who should bid: AGPO-certified firms only — youth, women or persons with disabilities. Authorised resellers of LEO services licensed in Kenya, or AGPO firms partnered with one, with installation capacity across counties. Documents were released on 21 October, so preparation time is short.
Physical submission. Sealed tenders, addressed to the Chief Executive Officer, Digital Health Agency, 10th Floor, SHA Building Wing B, Nairobi, by 10:00 on 2 November; late bids are rejected and returned unopened. The procurement office is open 9am–3pm for enquiries. EATT provides in-country bid submission support across Kenya.

KRC/2026/2928/410
3 November 2026, 10:00 EAT
Supply, installation, configuration and commissioning of Check Point next-generation firewalls for the Nairobi headquarters and the Lusaka and Abidjan offices, with CCSA and CCSE training for three Kenya Re administrators delivered by a Check Point Platinum Elite partner. Mandatory: Check Point partner certificate and manufacturer's authorisation, Communications Authority contractor licence and ICT Authority registration; two CCSE, two CCSA, two CCNP and one CCIE on staff; four Check Point NGFW deployments at four institutions; three consecutive years of Check Point support in East, West and Southern Africa. No joint ventures. Site visit 30 October, 10:00–16:30. Tender security KES 150,000 (~USD 1,155).
KRC/2026/2896/412
3 November 2026, 10:00 EAT
Supply, delivery, installation, configuration, testing, commissioning and support of an enterprise wireless local area network (WLAN) and network access control (NAC) solution. Tender security KES 80,000 (~USD 616).
KRC/2026/2897/422
3 November 2026, 10:00 EAT
Unified IP telephony on a single dial plan for seven offices: a virtual high-availability PBX at headquarters serving Reinsurance Plaza, Upperhill, Anniversary Towers and Kisumu, and appliance PBXs in Kampala, Lusaka and Abidjan. Licensed for 220 extensions, with 220 handsets in five classes, 50 mobile softphone licences and a digital trunk gateway for the existing E1/PRI. Features include an AI auto-attendant, voicemail transcription, call recording, analytics and least-cost routing. Brand-neutral, with OEM authorisation; Communications Authority licence and ICTA 3 networks accreditation mandatory. Site visit 27 October. Tender security KES 180,000 (~USD 1,386); performance security 10%.
The firewall tender is single-vendor and sets a high certification bar. The telephony tender is open to any OEM but has a 90/100 technical pass mark, weighted towards certified staff, the support SLA, manufacturer-authorised training and the project plan, and its signed site-visit form is an automatic-disqualification item. Both scopes reach beyond Kenya — the firewalls to Lusaka and Abidjan, the telephony to Kampala, Lusaka and Abidjan — so bidders need a support route outside Nairobi.
Who should bid: Check Point partners at Platinum Elite level, or partnered with one for the training, on 2928/410; enterprise wireless integrators with NAC deployment references on 2896/412; unified-communications integrators with multi-country PBX rollouts and an escalation matrix covering Uganda, Zambia and Côte d'Ivoire on 2897/422.
Physical submission only — electronic tenders are not permitted. One original and one copy, sealed in plain envelopes marked with the tender number, into the tender box on the 16th Floor, Reinsurance Plaza, Aga Khan Walk, Nairobi, by 10:00 on 3 November; opening follows in the Corporation's boardroom. Bidders who download the documents must email their firm details to Kenya Re to receive addenda. EATT provides in-country bid submission support across Kenya.

AWF is procuring a firm to give RDB an integrated monitoring platform across its Kigali headquarters, Volcanoes National Park and Gishwati-Mukura National Park. The assignment starts with an assessment of current systems, data sources and interoperability, including the platforms used in Nyungwe and Akagera, then a platform options analysis — the platform is not prescribed — and a national biodiversity monitoring framework with a data governance protocol. The firm then implements the approved platform, integrating SMART, ArcGIS, sensor and telemetry feeds and community-monitoring data, and runs a Volcanoes pilot with control-room dashboards and alerts. Training, handover, a five-year cost-of-ownership operations plan and a month of post-go-live support complete the scope. Payment is spread across six milestones, and clarification questions close on 2 November.
Who should bid: conservation technology firms with at least two of EarthRanger, SMART/SMART Connect or ArcGIS in their delivery record and two relevant assignments in the past five years. Firms registered in Rwanda or abroad can bid. The control-room hardware is supplied under the separate RFQ above, so the platform firm integrates onto equipment it does not specify.

MSI Tanzania, a sexual and reproductive health provider operating across all regions of Tanzania since 1989, is procuring a consultancy to integrate its ORION system with DHIS2 and automate the flow of data between them. DHIS2 underpins Tanzania's national health management information system, so integration of this kind usually means mapping service-delivery data to national indicators and pushing reports automatically instead of re-entering them. The notice does not describe ORION; the bidding documents, in English, are emailed to firms that register interest.
Who should bid: DHIS2 implementers and health-data integrators with DHIS2 API, metadata mapping and interoperability experience in Tanzania. Expressing interest is the first step: email the tender number, title and contact details to MSI's Procurement Manager, follow up if there is no reply within 48 hours, and confirm receipt of the documents within 24 hours. With eleven days to close, the documents should be requested now.
Physical submission only. Hard copies with all supporting documents, sealed and marked with the tender title and number, to the Country Director, MSI Tanzania, Headquarters Support Office, Plot 421 & 422, Mwenge, Kijitonyama, Dar es Salaam (P.O. KeNHA's USD 600m Rural Roads Project Will Lay Fibre Ducting Along 536 km and Install Digital Systems at Three Border Stations
The Kenya National Highways Authority published a General Procurement Notice in MyGov on 20 October for the Roads for Rural Economic Development Project (RREDP, P517267), for which the government intends to seek USD 600 million from the World Bank. The 536 km of roads in Elgeyo Marakwet, Uasin Gishu, Kericho, Bomet, Nandi, Narok and Nakuru will be upgraded to bitumen under design-and-build contracts that include civil works for fibre-optic cables. A separate component builds facilities and installs digital systems at the Olposimoru, Nyamtiro and Kopanga border stations, with ICT cabling, and a fourth component buys goods and services for road maintenance management. KeNHA holds a hybrid early market engagement on 29 October at 10:00 at Barabara Plaza, JKIA, and ICT experts are among the invited participants; participants register by email to marketengagement@kenha.co.ke by 28 October.
Signal: attend the 29 October engagement; watch kenha.co.ke and World Bank STEP under P517267 for the border-station digital systems and fibre packages once financing is approved.

Kenya's Treasury Is Redrafting the Preference and Reservation Rules Behind AGPO Tenders
The State Department for Public Investments and Assets Management has opened public participation on a draft Preferences and Reservations Framework under Sections 157 and 158 of the Public Procurement and Asset Disposal Act. The draft covers participation by youth, women and persons with disabilities, access for micro, small and medium enterprises, citizen participation and local content, eligibility, registration and verification, and measures against fronting and collusion. These rules decide who can bid on reserved tenders such as this week's DHA satellite framework, and how the reservation is verified. Comments are due by 3 November to pspublicinvestment@treasury.go.ke.
Signal: AGPO-certified ICT firms and their partners should review the verification and anti-fronting provisions before 3 November; watch treasury.go.ke for the final framework.

SNEL's Integrated Management Information System and GIS Tender Now Closes on 23 November
The World Bank-financed request for proposals for the design, supply and installation of an integrated management information system supported by a geographic information system for Société Nationale d'Électricité, featured in Issue 020, has been postponed. The coordination unit under the Ministry of Water Resources and Electricity moved the deadline from 28 September to 23 November at 15:00, under notice OP00461266. Firms that stood down at the original date have another month; the postponement notice does not say whether the specification changed.
Signal: check World Bank notice OP00461266 and any addenda before resuming a proposal.
