Bid-Securing Declaration
Delivery
CIP Mogadishu · 120 days, both lots
Lot 1 covers the compute and storage core: eight enterprise rack servers for standard workloads, four high-performance rack servers and one enterprise high-performance storage array. Lot 2 covers the network: three data centre switches and twelve access switches. Bidders may take one or both lots, contracts are awarded lot by lot with discounts for combined lots taken into account, and every item within a lot must be quoted at 100% of the stated quantity.
This is a re-advertisement of a 2025 procurement, now issued on 1 October 2026 with a 41-day window. A Bid-Securing Declaration in place of a cash guarantee, combined with international competition, keeps the field open to mid-sized integrators as well as tier-one OEM partners. Qualification criteria sit in the bidding document rather than the notice, so the practical first step is the document request itself.
Who should bid: Enterprise server, storage and data centre networking integrators with OEM partner status and the logistics to land and commission hardware in Mogadishu, ideally with central bank or financial-sector data centre references. Lot 2 stands on its own for network specialists. Regional integrators without a Mogadishu presence will need an in-country partner for delivery, commissioning and the hand-delivered bid.
Bidding documents are issued on written application by email to mof.efgisprecruitement@aol.com, copied to piu.procurement@mof.gov.so. The primary address is an AOL account rather than a government domain, so always copy the gov.so address. Electronic bidding is not permitted: sealed bids go to the FSDP Project Office, Ministry of Finance, 5th Floor, Shangani District, opposite the Central Bank of Somalia, Mogadishu (attention: Suad Egal), with public opening at the same address and hour. Beneficial ownership disclosure is required from the successful bidder. EATT provides in-country bid submission support in Mogadishu.

Delivery
16 weeks per lot from contract signing
Three hundred public WiFi sites split into four regional lots: 51 sites across Coast and North Eastern (Lot 1), 90 across Nairobi, Central and Eastern (Lot 2), 82 across North Rift and South Rift (Lot 3) and 77 across Nyanza and Western (Lot 4). Bidders may bid for one or several lots, and discounts offered for multiple-lot awards are permitted provided they are stated in the Letter of Bid. The rollout sits inside the same World Bank credit as the national fibre backbone framework and the 600-institution WiFi router tender carried in Issue 025, and the 16-week delivery period per lot is tight for a multi-county build.
Who should bid: Wireless network integrators and ISPs with outdoor WiFi deployment experience and the field teams to commission sites across several counties within 16 weeks. Lot 2 carries the most sites and is the most urban; Lot 1 covers the hardest logistics. Firms with strong regional presence may find a single lot the more credible bid than a national spread.
Physical submission only. Sealed bids to the Information and Communications Technology Authority, 12th Floor, Telposta Towers, Kenyatta Avenue, Nairobi, with public opening at the same address and hour. Electronic bidding is not permitted. EATT provides in-country bid submission support across Kenya.

Teachers Service Commission — Four ICT Procurements: TPAD System, Scanner Licensing, School Connectivity and AI Teacher Retooling
12 Oct · 10 days
Teachers Service Commission (TSC) · Software & Licensing · Connectivity · ICT Consulting · TSC House, Upper Hill, Nairobi
Four TSC procurements closing Monday 12 October 2026 at 10:00, all submitted to the same tender box. Separate contracts under separate references, biddable independently. Three run under the World Bank-supported Kenya Primary Education Equity in Learning (KPEEL) programme; the fourth is an Expression of Interest, so responding firms are shortlisted for a later full proposal rather than pricing the work now.
Reference · Bid security
Scope
TSC/T/KPEEL/01/2026-2027
KES 160,000 (~USD 1,238)
System review, development, deployment and maintenance of the Teacher Performance Appraisal and Development (TPAD) online systems. Open tender.
TSC/T/KPEEL/02/2026-2027
KES 100,000 (~USD 774)
Software licensing and software assurance for Kodak and Fujitsu scanners. Open tender. Pre-bid visit Thursday 8 October, 10:00–12:00.
TSC/T/KPEEL/04/2026-2027
KES 36,000 (~USD 279)
Internet connectivity for virtual learning infrastructure in primary schools under KPEEL. Open tender.
TSC/EOI/01/2026-2027
No bid security
Expression of Interest: retooling teachers on digital capacity building, pedagogical innovation, AI applications, data ethics and practical AI tools in Competency-Based Education.
The TPAD contract is the substantive software engagement: TPAD is the appraisal platform every TSC-employed teacher reports through, and the scope runs from review of the existing system through redevelopment to ongoing maintenance. The scanner licensing tender is a vendor-specific renewal, so Kodak Alaris and Fujitsu (Ricoh) partner status is effectively a qualification gate.
Who should bid: GovTech and HR-systems developers with public-sector performance management references for TPAD; authorised Kodak Alaris and Fujitsu document-imaging partners for the scanner licensing; ISPs with school and rural last-mile capability for the connectivity tender; and EdTech or digital-skills training firms with AI curriculum experience for the EOI. With ten days to close, document download should happen today.
Physical submission only. Plain sealed envelopes marked with the tender number and description, addressed to The Secretary, Teachers Service Commission, Private Bag 00100, Nairobi, and deposited in the Tender Box, TSC House, Podium Wing, ground floor, Kilimanjaro Road, Upper Hill. EATT provides in-country bid submission support across Kenya.

BIG-Z Zanzibar — Local Government Revenue System Upgrade, and National Spatial Data Infrastructure Policy Framework (EOIs)
20 Oct · 18 days
Ministry of Finance and Planning, Revolutionary Government of Zanzibar · Software & Licensing · ICT Consulting · Zanzibar
Two World Bank-financed requests for expressions of interest under the Boosting Inclusive Growth for Zanzibar project (P165128, IDA-69140-TZ), both closing 20 October 2026 and both delivered to the same project office. Quality and Cost-Based Selection, firm selection, joint ventures and sub-consultancies permitted. Separate assignments, biddable independently — but they interlock: the revenue system must be GIS-enabled in line with ZanSDI, and the second assignment writes the ZanSDI rules.

Scope
TZ-POFP-573107-CS-QCBS
STEP OP00471767 · 36 weeks
Assess, upgrade and implement the Local Government Revenue Collection System (MUTM): architecture, source code, database, security and scalability review; two costed upgrade options; implementation of the approved option with GIS enablement, integration with ZanMalipo, ZRA, MoFP systems, eGAZ and LARIS, data migration, UAT, rollout to all 12 Local Government Authorities, training-of-trainers and hypercare.
TZ-POFP-573105-CS-QCBS
STEP OP00471770 · 32 weeks
Policy framework for Zanzibar's National Spatial Data Infrastructure (ZanSDI): legislative and regulatory audit, institutional mapping, governance model, national ZanSDI policy, metadata, access-classification and data-quality protocols, and standard MoUs and SLAs for inter-agency data sharing.
The shortlisting bars differ. MUTM requires ten years' core business in ICT, software development and IT system assessment, at least one public financial management or municipal revenue system assignment in a developing country, and GIS integration experience — the notice names PostgreSQL/PostGIS, GeoServer and QGIS. ZanSDI requires seven years in business and one completed assignment of similar scale within the last five years, with UN-GGIM IGIF and ISO/OGC alignment counting as an advantage. The ZanSDI notice body quotes reference TZ-POFP-673105-CS-QCBS against 573105 on STEP; quote both in correspondence.
Who should bid: Revenue and GovTech system integrators with GIS capability for MUTM, particularly firms with local government revenue or property tax deployments in East Africa. Geospatial governance consultancies and data-governance advisors for ZanSDI. Firms covering both disciplines can submit for each independently.
Expressions of interest in writing, in person or by mail, to the Project Coordinator, BIG-Z Project, Ministry of Finance and Planning, First Floor, Sea View Wing, Vuga Street, P.O. Box 1154, Zanzibar. Email submissions to bigzpmt@gmail.com are accepted only with a confirmation of receipt — if none arrives within two days, call +255 777 429269. Two linked workstreams in one contract. The first is a production-grade community platform for Women in Tech chapters across Tanzania, Uganda and Senegal: mobile-first and WhatsApp-native with phone-number identity, operating simultaneously in English, Kiswahili and French, with chapter hosting, mentorship matching, AI-enabled matchmaking, a data room, M&E dashboards and a gender-disaggregated data layer feeding a women's digital-entrepreneurship barometer. At least six chapters must be onboarded. The second sources and vets twelve EU and African ventures, delivers six investor-readiness sessions and runs at least three matchmaking sessions, one in person. The terms of reference ask for configuration of proven platform infrastructure rather than a bespoke build; bidders using a proprietary engine must disclose licensing, hosting continuity and data-portability terms, and Enabel owns all data and assignment-specific deliverables.
CVs are required for four experts: a team leader with eight years' experience, a platform lead with five, a Kiswahili and English onboarding specialist, and a venture sourcing lead with five. Enabel withholds 15% tax on payments to non-resident firms and 5% for Tanzanian firms. A 5% performance bond applies, and no advance payment is made. Clarification questions close 13 October; consolidated answers are published by 16 October. The technical offer is capped at 20 A4 pages.
Who should bid: A consortium is the realistic route — a community or membership platform provider with WhatsApp integration and genuine Kiswahili support, paired with a venture-building or investment-readiness firm. Providers with an existing engine have a structural advantage, since the scope rewards configuration over development.
Paper tenders only — emailed tenders are discarded. One signed original plus PDF copies on a USB stick, in a sealed envelope marked with the tender reference and addressed to Ramadhani Selemani, Procurement Officer. By mail or hand delivery (working days 09:00–12:00 and 13:00–17:00) to Enabel, Oasis Office Park, 4th Floor, 14/15 Masaki, Haile Selassie Road, Dar es Salaam. Despite the title, this is hands-on infrastructure engineering training rather than AI awareness. The firm must build dedicated physical lab environments supporting NVIDIA vGPU, MIG and VFIO passthrough exercises, configured to reflect participating countries' deployed NVIDIA-accelerated infrastructure, and submit a lab bill of materials, technical architecture and curriculum compliance matrix with its proposal. Delivery is a ten-day programme of instructor-led sessions and hands-on labs for 20 confirmed delegates, with daily knowledge checks, a final operations capstone, certificates, five weeks of virtual support and handover of validation checklists and runbook templates. The reference to participating countries suggests a multi-country delegation, although Rwanda is the only listed beneficiary.
Who should bid: NVIDIA Partner Network training providers and data centre integrators with certified instructors and access to GPU lab hardware. The lab bill of materials is part of the technical proposal, so firms need to know where the hardware comes from before pricing.

Full technical specifications are available only from the BKGI procurement department at head office between 29 September and 14 October. Bidders must supply an RSSB certificate, trade licence, RRA tax clearance and performance certificates evidencing similar work, alongside the 3% bid security.

Physical collection and submission. Specifications are collected in person from BKGI's procurement department. Financial qualification is strict on liquidity — a current ratio of at least 1.2 in each of the last three audited Ethiopian-calendar years (2015–2017 E.C.), with failure in any single year disqualifying — plus access to ETB 4m (~USD 24,700) in liquid assets or credit. Lot 1: IT equipment for 123 federal budgetary organizations. Pre-bid conference 12 October, 09:00. Opening 10:00. Experience threshold set in BDS 16.3; professional practice certificates where the BDS requires them.
Common to both: average annual turnover of at least ETB 200m (~USD 1.24m) over the last two years with independently audited statements, manufacturer authorisation, at least five staff of whom two are senior experts, and bid security of ETB 1.5m (~USD 9,276) by bank or wire transfer, bank guarantee or CPO — small and micro enterprises may substitute a letter. The 2019 in each reference is the Ethiopian fiscal year, 2026/27.
Who should bid: Large IT hardware distributors and integrators with OEM authorisation and multi-site public-sector rollout experience. The ETB 200m turnover bar excludes most mid-sized suppliers acting alone; the notices provide for joint ventures. Bidders can pursue one tender or both.

KDEAP Has Moved Into a Steady Tendering Cadence
Kenyan officials and the World Bank reviewed the USD 390m Kenya Digital Economy Acceleration Project on 14 September, with reports from the review putting disbursement at around 8% of the credit. Since then, ICTA has issued four KDEAP procurements in under three weeks: the national fibre backbone and cross-border links framework, Wi-Fi routers for 600 universities and TVETs, the 300 public hotspots carried in this issue, and refurbishment works for Huduma Centres at the Amagoro, Holili and Moyale border points. A low disbursement figure at mid-term combined with this cadence points to further KDEAP lots rather than fewer — the project still has most of its credit to commit, and border-point Huduma refurbishment typically precedes connectivity and equipment fit-out.

Tanzania's 2026/27 ICT Budget Is Weighted Almost Entirely Toward Construction
Tanzania has allocated TZS 222.6bn (~USD 84m) to ICT development for 2026/27, with 94.1% earmarked for development rather than recurrent spending. The largest line is TZS 103.6bn (~USD 39m) for the National ICT Broadband Backbone, followed by TZS 40bn (~USD 15m) for 636 rural communication towers. The budget also covers two data centres in Dodoma and Zanzibar, five zonal technology centres and 32 one-stop service centres. Deputy Minister Dr Switbert Mkama called on 8 September for more public and private investment in digital infrastructure. Budget lines of this shape convert into supply, installation and civil-telecoms tenders through the financial year.

The USD 150m Digital Tanzania Project Closes on 31 October
The World Bank-financed Digital Tanzania Project, running since 2021, is scheduled to end on 31 October 2026. Officials reported at a September stakeholders' meeting that it has built 758 new telecommunications towers and upgraded 304 existing sites from 2G to 3G and 4G, alongside connecting government institutions to shared digital systems and training public servants. Two consequences follow for vendors: residual contracts and close-out procurement in the final weeks, and the open question of a successor operation to carry the connectivity and e-government agenda forward.

A National Data Governance Law Is Heading to Parliament
Ethiopia is advancing a national data governance framework that would set common rules for data sharing, security, interoperability and reuse across government systems, under the Digital Ethiopia 2030 strategy. The strategy envisages a unified national data infrastructure linking sovereign cloud platforms, government data centres, national registries and data-exchange systems, plus a national data analytics infrastructure. The draft is not yet law and parliament may amend it. Adoption would create the legal basis for interoperability platforms, data-exchange layers and analytics infrastructure to be procured at federal level.
