The Kenya Copyright Board is opening its supplier register for two financial years, and eleven of the forty-two categories are ICT-specific: laptops, desktops, AV equipment and UPS supply (S31), computer software and licences (S32), internet services for ISPs (S33), network and systems security (S35), offsite data backup and cloud services (S36), office telephone and telecommunication equipment (S37), access control systems and CCTV (S38), servers, network equipment and datacentre infrastructure (S39), ICT repair and maintenance (S40), website maintenance, training and hosting (S41), and research, training and consultancy (C1). All eleven are open category rather than reserved. Suppliers previously prequalified must re-apply to confirm continued compliance.

The Digital Health Agency is a state corporation established under the Digital Health Act No. 15 of 2023 with a mandate to develop and maintain Kenya's Comprehensive Integrated Health Information System and the infrastructure supporting health information exchange. Its supplier register for 2026/2027–2027/2028 carries more ICT-specific categories than any other register in this issue: ICT equipment and accessories (01), servers, storage and networking equipment (02), software licences and subscriptions (03), ICT consultancy (14), enterprise architecture (15), digital health consultancy (16), structured cabling and fibre installation (26), data centre construction and fit-out (27), CCTV and access control installation (29), software development (34), system integration (35), cloud hosting (36), cybersecurity services (37), internet connectivity (38) and ICT support and maintenance (39). Eligibility requires a valid tax compliance certificate, business permit, AGPO certificate where applicable, relevant statutory registrations and professional licences, a company profile and evidence of supplier registration in the eGP system.

Submission is by Google Form only — applications sent by any other route will not be considered. Registration is a continuous process: eligible AGPO suppliers may submit at any time, and the register is updated on a rolling basis as applications are received and verified, so the 26 August date is the cutoff for the initial round rather than a permanent close.

UN Women is inviting bids for laptop supply to the African Girls Can Code Initiative camp, the coding and digital skills programme run jointly with the African Union Commission and the International Telecommunication Union. Existing suppliers bid through the Quantum Supplier Portal; new suppliers register via the Supplier Registration link on the UNGM notice, which redirects to the Quantum registration page. Registration level is Basic, the lowest UNGM tier.

Accessing the solicitation documents takes two steps that catch bidders out. On the UNGM notice, open the Links tab, follow the item labelled "Please click on this link before accessing the Negotiation Document(s) link" once to enable access, then open Negotiation Document(s). Skipping the enabling link returns an access error.

The IEBC is procuring the Integrated Elections Management System together with associated hardware and accessories, covering supply, delivery, installation, testing, commissioning, support and maintenance. The tender is open international. Documents may be inspected at the IEBC procurement office, Anniversary Towers fifth floor, room 514, or downloaded free of charge from iebc.or.ke or the Public Procurement Information Portal; bidders who download are required to forward their particulars to the Commission before the closing date so that clarifications and addenda reach them. Opening follows immediately after close, at the 21st floor conference room, Anniversary Towers.

KeNHA is procuring 25 geospatial software licences, 15 engineering design software licences, 10 document management software licences, 10 cloud storage licences and 6 highway analysis software licences under the World Bank-financed Horn of Africa Gateway Development Project. The procurement is divided into two lots. Lot 1 covers the 25 geospatial licences on annual subscription plus 10 cloud storage licences. Lot 2 covers 15 engineering design software suite licences on annual subscription, 10 document management licences on annual subscription and 6 highway analysis software licences. Bidders may bid for one or both lots, and those wishing to offer discounts in the event of multiple awards must include them in the Letter of Bid. Bidding follows the World Bank Procurement Regulations for IPF Borrowers, seventh edition of September 2025.

IGAD has received additional financing under the Food Systems Resilience Program for Eastern and Southern Africa Phase 1 for digital agro-climate advisory services, and is procuring two servers in separate lots: one on-premise CPU-based high-performance server, and one high-performance GPU AI computing server. Both deliver to the IGAD Climate Prediction and Applications Centre at Ngong Town, Kibiko Road near KIHBT, within two months of contract signature. No margin of preference applies. Bidding documents are obtained free of charge on written application, and bids open publicly at the delivery address on the closing date.

This is the second GPU-enabled compute procurement EATT has carried for an African public institution, after the Africa CDC AI and GPU HPC server tender in Issue 009. Both sit at the point where AI infrastructure enters regional public bodies rather than commercial data centres, and the qualifying vendor field in the region remains narrow.

NITA-U is seeking consulting firms to develop a standardised National Digital Skills and Competence Framework to serve as the foundation for digital-skilling interventions under the Uganda Digital Acceleration Project and beyond, aligned to national development priorities and labour-market demand. This is an expression of interest stage, not a full tender: interested firms submit information demonstrating qualifications and relevant experience, shortlisted firms are subsequently invited to submit full proposals, and selection follows the Quality and Cost Based Selection method. CVs and expert biodata are explicitly not required at this stage.

Consultants not located in Uganda may submit expressions of interest through the provided email address, which removes the usual physical-presence constraint on NITA-U procurement. Submissions require one original plus two copies and must be clearly marked with the assignment title. Any canvassing or lobbying leads to automatic disqualification.

The Uganda Revenue Authority is procuring ManageEngine system licences under a framework contract. ManageEngine is Zoho's IT management suite, covering service management, endpoint management, Active Directory administration and log management; a framework arrangement for licences at a revenue authority points to a standing estate under renewal rather than a single deployment. Bidding documents are collected on written application to the Assistant Commissioner, Procurement and Disposal Division, following payment of the non-refundable fee generated as a Bank Payment Registration Slip from the URA website and paid to any bank authorised to receive non-tax revenue on behalf of URA. A pre-bid meeting was held on 13 August. URA is regulated by the Public Procurement and Disposal of Public Assets Authority.

Uganda's Atomic Energy Council has allocated funds for the design, development and implementation of a Regulatory Information Management System, and is inviting sealed proposals from eligible bidders and consultants. The procurement schedule is published in full: proposals close 4 September, technical proposals are evaluated by 30 September, financial proposals open 1 October and are evaluated by 8 October, and the best-evaluated bidder is communicated on 14 October. Contract signature follows Attorney General approval, expected at least ten working days after the award communication. Documents are purchased on payment of the non-refundable fee through the URA Portal to the AEC account under the Ministry of Energy and Mineral Development, tax identification number 1001251612.

One date in the notice requires clarification before bidding. The Proposal Securing Declaration is stated as valid until 28 January 2026, a date already past — almost certainly intended as 2027. Confirm the correct validity date with the Council when purchasing documents, since an incorrectly dated declaration is grounds for rejection.

DART is procuring 147 units of ICT equipment across thirteen lines as a single lot: 56 laptops in four specifications spanning Windows and Apple silicon, 22 Android tablets, 24 portable 2TB NVMe SSDs for recorders, 8 desktops, an all-in-one iMac, 8 27-inch 4K monitors, 2 A3 colour multifunctional printers, 20 USB-C flash drives, 4 control-room displays of 55 inches or above, and 3 projectors. Delivery is 30 days to DART headquarters at Ubungo Maji, with an intended delivery date of 14 September and a contract duration of 30 days commencing seven days after signature. Warranty requirements run to 24 months on most lines and 36 months on the printers and all-in-one desktops. The invitation follows the General Procurement Notice published on NeST on 30 June 2026.

Manufacturer's Authorization is required for every item on the schedule of requirements. A reseller without authorisation letters covering each proposed brand cannot submit a responsive tender, and the mixed-vendor schedule means several letters are needed. This is the requirement most likely to eliminate otherwise capable bidders. Note also that mandatory prior registration on NeST and payment of the tender participation fee compress the effective bidding window — the fourteen days assume a bidder is already registered on the platform.

Tenders not received through NeST shall not be evaluated irrespective of the circumstances. There is no paper alternative.

Goshen Finance PLC has gone to market for the provision and implementation of a core banking system, inviting qualified and eligible national and international bidders. Bidding documents are prepared in English and available from the head office at Yyussa Plaza, second floor, Human Resources Office, Gasabo District, Kigali, or on request by email, from 12 August to 10 September 2026 during working days between 09:00 and 17:00 Kigali time. Documents are issued on presentation of proof of payment of the non-refundable fee of RWF 50,000 to Goshen Finance PLC, account 4015200849942 at Equity Bank Rwanda. The bidding documents contain the detailed technical specifications, eligibility and qualification requirements, terms and conditions, instructions to bidders, and the prescribed forms and templates.

The published notice states the closing date for obtaining bidding documents but does not state a bid submission deadline, and these are ordinarily different dates. Bidders should confirm the submission deadline, submission address and bid security requirement when collecting the tender documents, and should not assume that 10 September is the closing date for bids.

The DRC Ministry of Education is procuring 17,824 tablets for school inspectors, pedagogical unit heads and directors of studies across the provinces targeted by the Girls Learning and Empowerment Project (PAAF, P178684), financed under a USD 400 million World Bank envelope. Bidding is international and open to all eligible countries under the World Bank Procurement Regulations for IPF Borrowers, seventh edition of September 2025. Evaluation weights the technical component at 60% and cost at 40%. The dossier is in French and issued electronically against proof of payment of the USD 100 fee by direct deposit or transfer to the project account at Equity BCDC. Enquiries go to the project management unit with a copy to the ECP address.

The Burundi component of the Burundi-Rwanda Integrated Development Project is procuring the supply, installation, configuration and training for a monitoring and evaluation software platform. The intervention period is 60 working days — 50 for installation and configuration, and 10 for staff training on the software — with one year of remote support required thereafter. Procurement follows the African Development Bank Procurement Framework of October 2015, in force from 1 January 2016, and is open to bidders from all eligible countries. The dossier is issued in French and collected directly from the National Project Management Unit on presentation of proof of payment.

The document fee must be paid in two equal halves to two separate accounts: 50% to account 21667120102-24 at Banque Commerciale du Burundi (BANCOBU) titled "Contrepartie BRIDEP", and 50% to account 1101/001.04 at the Banque de la République du Burundi in the name of the Office Burundais des Recettes. A single-account payment will not release the dossier. Note also that the notice gives the collection address as the fifth floor in one clause and the fourth floor in another at S&N House, Avenue de la JRR no. 20 — confirm on arrival.

The Somaliland Ministry of Agricultural Development is procuring equipment to upgrade existing early warning, weather and farmer advisory systems under the Food Systems Resilience Program for Eastern and Southern Africa Phase 3. The complete item list sits in Section VII, Schedule of Requirements. Place of delivery is Hargeisa with a 90-day delivery period from contract signature. Bidding documents are obtained free of charge on written application, and may be inspected during office hours from 08:00 to 15:00, Saturday to Thursday, at the Project Coordination Unit.

Note the working week. Office hours run Saturday to Thursday, so a bidder planning document collection or clarification requests on a Friday will find the Project Coordination Unit closed.

The Ministry of Energy and Dams is procuring handheld GPS device kits under the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST). Bidding follows the World Bank Procurement Regulations for IPF Borrowers of July 2016 as revised through February 2025, and is open to all eligible bidders. Bidding documents in English are obtained on written application to the Project Implementation Unit. Bids open publicly in the presence of bidders' designated representatives and anyone who chooses to attend.
